The article says that the resolution adopted at the PACE winter session “once again clarified a number of issues”.

“The adoption of the resolution once again confirmed the fact that Azerbaijani territories were occupied by Armenia. The report also underlines the fact that the lack of regular maintenance work for over 20 years on the Sarsang reservoir, located in one of the areas of Azerbaijan occupied by Armenia, poses a danger to the whole border region. As the reservoir remained neglected it may cause a number of casualties and disaster leading to a new humanitarian crisis.”

Mollazade hails the importance of Markovic's report in terms of protecting the rights of Azerbaijan. He condemns the aggressive policy pursued by Armenia in the occupied Azerbaijani territories.

Musabayov also blames Armenia for the lack of regular maintenance work for many years on the Sarsang reservoir, saying this may have “dangerous consequences”.

The article also quotes member of the French Senate Nathalie Goulet as saying: "The resolution that PACE adopted clearly shows who is the aggressor, demonstrating that Armenia is on the wrong way from the point of view of both historical and international law. The adoption of such a document is another step forward towards international recognition of the historical rights in respect of the occupied territories of Azerbaijan."

The article says that PACE`s new president Pedro Agramunt highlighted Europe's challenges on still unresolved conflicts, including the Nagorno-Karabakh, stressing the importance of taking urgent measures to find a way out.
